Yes, it clearly states there won't be any fractional shares issued just as I have pointed out.

"The Fractional Share interest of New Common Stock held by Such Fractional Share Holder shall be entitled to receive one additional shares of New Common Stock for the fractional share such Fractional Share Holder would otherwise be entitled to as a result of the reverse split." The fractional shares as a result of the reverse split are rounded up into whole shares - therefore there isn't any fractional shares.

From the 8-K concerning the last reverse split we find:

At that time, each four hundred (400) outstanding shares of common stock of the Company will be combined into and automatically become one (1) outstanding shares of common stock of the Company. The reverse stock split is expected to reduce the number of outstanding shares of the Company’s common stock from approximately 6,375,058,308 shares to approximately 15,939,048 shares. No fractional shares will be issued in connection with the reverse stock split, all fractional shares that would have resulted from the reverse split shall be rounded up to the next whole share.

As you can see no fractional shares were issued.
