You don't have fractional shares of ARIO in your account because the last reverse split they stated very clearly in the 8-K the following:

At that time, each four hundred (400) outstanding shares of common stock of the Company will be combined into and automatically become one (1) outstanding shares of common stock of the Company. The reverse stock split is expected to reduce the number of outstanding shares of the Company’s common stock from approximately 6,375,058,308 shares to approximately 15,939,048 shares. No fractional shares will be issued in connection with the reverse stock split, all fractional shares that would have resulted from the reverse split shall be rounded up to the next whole share.

With regards to your question; the answer is as follows...

"A fractional share is a share of equity that is less than one full share. Fractional shares usually come about from stock splits, dividend reinvestment plans (DRIPs) and similar corporate actions. Normally, fractional shares cannot be acquired from the market."

I currently have fractional shares on my other accounts.

The last reverse split from ARIO was in 2008 and as you can see - NO fractional shares were issued.
