You're absolutely correct that it is absurd at this point. But there are big $$ forces that don't want to see it happen, namely big pharma, which is why the feds have allowed this to persist as long as it has.
I am hoping the public pressure will be simply too much this time around for them not to at least move cannabis to Schedule II.
