It makes no sense to me to keep the delivery quiet. What is the rationale for doing so when it is no secret that they are fulfilling that contract? You are reading SOMETHING into the silence, but you aren't explaining the reasoning. How does releasing a PR on already known contract delivery affect anything at all with regard to a negotiation? We know that it was delivered via the govt webpage. So, it ISN'T a secret. It makes no sense at all to me.
