Cepsa was interested in Kenya early but were edged out by the Chinese.Cepsa protested but were unable to reverse the results. The Chinese found no oil and exited in 2007

So are you saying that you think that CEPSA would have used these tools ?
Also would that up the odds past 20% or is the use of all available tools factored in ?
