A company can not be accepted for listing on an exchange unless it is first incorporated.
Regarding Palmico, I haven't delved that deeply into WNTR. I think I read something about the energy park being on the verge of reaching one of its goals, and a contract maturing(?). I'm not sure, but I think there was something about them considering selling the energy park(?). I believe that it was a productive endeavor, monetarily speaking, but again, I wasn't too interested in the specifics.
