Seeing as My glass is half Full, I believe you said the same thing about CLNE's Management. (They turned a Very Nice Quarter), they seem to be managing when they need to.
It seems to be, a lack of patience to allow these Companies to get going, Nobody likes change, but it happens and sometimes many are Left Behind. Well there is no dought for Me, this one is well on it's way, even with the falling price in Oil the past 2 years CLNE has made better Numbers and NOW Oil is up, and Many states along with the Fed are pushing for change.
