Why? Because the stock was getting ready to dive back into the .001 range, and soon new toxic debt will be eligible for conversion and dumping, so Briscoe needed to pull another one of his "HOW CAN WE FOOL THE SUCKERS AGAIN" episodes to burp the share price up.
