I just started using TD Ameritrade. Great tools, good training for the tools. Quick trades. Sometimes to quick but you can get a second look before execution. One account and you can do it all, Margin, Shorts, Options, whatever.

FYI - Scottrade can be very expensive for Penny Stocks.
