Yes, this is the way it works on most tickers. L2 is constantly changing as market makers buy and sell and regular people holding decide to sell, then remove orders then new people may show up etc..... On Nasdaq and Dow tickers L2 is so active you can't even keep track of the #'s changing before your eye it is so fast as things scroll by. Even some very active penny stock tickers are like that but most are a bit slower. It's all based on volume.
