re: "The NIJ link is and has been posted in the I-box for some time."

Perhaps if one tries to use them, they will observe that they facilitate a lack of usability for a KISS (Keep It Short & Simple) since my approach took a person directly to the web page (with added instructions) while the iBox avenue took an error. Just a reminder that not all on this board can navigate the web when they hit a roadblock type error, thus my approach to limit "getting lost" but a direct and proven easy path.

To say "very few established manufacturers of personal armor plates have NIJ certification" is quite an erroneous and misleading statement since all it takes is a very few ballistic plate manufacturers with a very large selection of NIJ certified plates that they can service for very large orders to basically cover all demands such that law enforcement need not look anywhere else, thus never needing an unproven Kryron.

Once again, quantify where the available NIJ certified plates for each level are, and then make your statement.

Bottom Line: The information that you collected that delivers the message that non NIJ certified plates have been "well received in the law enforcement community" needs further clarification, as in "well received" by officers that purchase their own outside official channels, or "well received" by law enforcement department to supply their ranks.

I'll suggest (guess) that the availability of NIJ certified plates in all levels is well stocked by a few large manufacturers such that law enforcement departments don't buy non-certified plates.

just saying, established engineering etc practices need them numbers (actual facts, not suppositions)
