My impression , and it's only that , an "impression" is that Bourque might be very close to being able to produce and sell significant sized plate orders.
The impediment to major sales as I see it, is that these newest version plates are not yet NIJ certified like the Level 3 Terminator plate that was eventually certified back in 2012.
The assumption is that many law enforcement, military and federal agencies might require it....and as we know that can be a lengthy process.
Private individuals and private security firms do not require NIJ, although I'm confident BI will eventually pursue those certs.
