I don't understand what you mean about CSTI putting a ceiling on the pps.

If the demand for the stock was there, wouldn't the price move up accordingly.

I understand the market makers help set the price, but I'd think that people would be grabbing up shares if they felt the market maker set the price below where they feel the stock should/will ultimately be.
