Your thesis is hard to accept. The history of the company predicting success and not delivering it over and over accounts for most of the share price action. The occasional PR provides a momentary price spike, however the subsequent lack of tangible progress after those PRs accounts for the price fall back.

There is no need to posit conspiracies or evil forces to account for the share price.
