None of the existing investors are willing to pay more than two cents. However, some of us have large orders in for at less than two cents, which puts pressure on the low end when there aren't any investors placing any upward pressure. Right now, someone is willing to sell 25K shares at two cents, but none of us want those shares enough to pay two cents for them. Bit if we think the company is going to take off, and the stock price is going to eventually explode, then we should be willing to buy those shares at the ask price.

If you take the current ask as an example, there is only a $50 delta between the $500 investment at ask and the $450 investment at bid. That extra $50 isn't going to make or break whomever it is that currently wants to buy 270K shares at $0.018. When the price gets to $0.10, the return on the 25K shares is going to be either $2,000.00 or $2,050.00. If you think the price is going to eventually get to $0.10, then you should be willing to pay two cents now.
