Perhaps Tom Kim is actually looking for a mass manufacturer in China, based on this asianprosource' statement:

"enabling our clients to effectively lower cost of goods, minimize risk and accelerate growth". ."

Makes total sense to me. US is the biggest and the most secure place to sell any goods, but China offers the cheapest manufacturing.
