It means he is manipulating the price, but not by much, plus most have figured him out.
He is probably disgruntled , because this has taken so long and the only way he can sell his shares is by breaking up his trades.
There is always the possibility he knows something that means SELL.
So I have to be cautious with this kind of a seller.
He is no fool. He may know more than we give him credit for.
