I believe you are correct about the skull and crossbones but they are notorious for leaving loose ends sometime. Other times, they shut it down with no warning. there is a Wells notice and current indictments against the company so it is possible that trading could be shut down at any time.
No. The skull and cross bones on the OTC Markets website has nothing to do with FINRA. Finra is the only org that can delete a symbol, and the SEC can suspend.
OTC Markets is a private website, and has no official government capacity. They own the OTC link system which is what the pink sheets are quoted on.
