There are 1,750,000 Preferred Series E shares authorized. During conversion each E share can be converted into DECN common at only .07 per share.

Further, this is not the only highly dilutive convertible. There is also Preferred Series B, C and D.

As for the E series, this acts like a revolving door and quite the dumping ground for the DECN hedge funds. DECN will issue the E, that will increase the E outstanding, but when converted the E outstanding will be lowered and refreshed for more dilution.
