Using this excuse is terrible. ( but it has been going on for four hundred years.) This is the problem with many places, lift the boards up and watch all the critters scurrying from underneath! No one seems to be accountable and if the government doesn't follow thru than why expect the citizens to do the right thing? Governments need to lead by example! JMO
