This is interesting....

I feel like this is the government trying to save some face from the impending realization that they may need to recapitalize the GSEs after all. If they spend the next 2-3 years backing away from the "replacement" idea then they may eventually just say "Let's just privatize the GSEs again." and of course take credit for the idea like that was what they were planning to do all along.
