Rick is no settler. Here's a better example. Rick is the small time hood controlling the neighborhood until the big boys from New York come in and show them what being a big time mobster is all about.
They negotiated taking half of what Hilltop had as an offer for protection. The same exact thing Negan was doing. Rick was the big fish in the small pond. He was even cocky in the last episode with the first group when he asked if they wanted it to be the day they died. He went from being the hunter to the hunted.....and lost.
