Since RR's declaration the GOV is always the problem and never an avenue for help

That is a core Republican belief - all the way to Ryan wanting to get rid of GOVERNMENT Medicare (private vouchers) and to get rid of GOVERNMENT Social security by privatizing it

(Fun part is private vouchers are nearly the same as subsidies plus private money in the ACA -- by their nature and by the reality that ALL in the risk pool will have to march to the voucher drummer)
