I read it to be 20 days from today...

"The adoption of the foregoing Corporate Action will become effective 20 calendar days after the mailing of this Information Statement"

Statement is dated March 22, 2016.

Sorry, looks like it was all finalized today and in 20 days will be effective. Two ways this can go in my opinion since they held onto this until the last possible second. Either everyone who owns now is screwed because they'll blow the OS up immediately on nothing or they are about to announce some BIG news which will drive this up into the dollars with an OS of 8 million and they will slowly sell shares because they are worth a hell of a lot more. I prefer the second situation but I'm leaning towards we hear nothing for quite some time. We'll see.
