As a rule, institutional investors won't be jumping in until the FS is released. With that being said, my personal banker is invested in Niocorp. There is smart money in Niocorp now and the institutional investors will follow once the FS is released.

That being said there is no reason why a institution(s)cant put the price up to a 5$ level.Where NIO should be.FS should take care of that.
