This is purely my opinion, but I believe they already have a deal in place, but to avoid trouble with the SEC they are waiting to announce it until they have the money in the bank. My reason for thinking this is that a customer would want the payload upgraded to their specifications. Why would PLFM spend the money to upgrade the payload unless a customer required certain specifications? If they just upgraded it on their own, it would probably require more work when and if a deal was made.
