Of course. In penny stock jargon "debt restructuring" translates into more discounted convertible stock being sold to the public.

I have been wondering the same thing about dilution. Those after-hours big block prints also make me wonder. Longs from the initial bull run in February have all sold long ago. That only really leaves three possibilities for the recent high volume red days: short selling, dilution, and/or MM games. Of course, someone is buying all those shares. It feels like the PPS is falling at a controlled rate -- I guess someone out there is accumulating in a hardcore manner, otherwise, considering the recent selling volume, we'd probably be subpenny by now. JMHO. I hope to reinitiate a position in PHOT if the daily chart improves.
