It's good because the less shares there are on the Ask, the easier the price per share can rise with buying. This is often what you see referred to as a stock being "thin". Conversely, if there are a lot of shares on the Ask it will take a lot of buying pressure to move the price up. Because RSII has a relatively small share structure by OTC standards (500 million authorized shares), it can move up fairly well because there are not a lot of shares out there to be added to the Ask.
