I cannot escape the suspicion that this is all of a plan of management to rinse retail out of the stock.

Nah ...It is retail that buys the shares of a company that had to do a rs to maintaining nasdaq listing. Institutional investors don't bottom feed like that.

We survived a 1 for 100 RS in OCAT very nicely, recently. We have used only some the gains from the recent OCAT TO by Astellas to purchase additional PPHM shares in February and March.
