They also admitted that there are filings yet to be completed..... and that is for sure...It clearly isn't easy to correct these Johnson approved filings, and the two that were submitted with no auditor review. Either that or they just don't care about being delinquent. I'd go with the former.
Regardless of all that, and what was written in the 8-K, the merger is not official until it is approved by FINRA. That will not happen until all filings are complete.
