My point is that it was stopped to move on to IO combos as stated here. If it wasn't stopped and the separation was allowed to occur over the next 6-9 months would it have achieved the planned outcome?

All the "talk" and "advertising" stressed the time needed for separation.

This debacle is far from clear and concise.
