IMO it's kind of the head fake thing. They wait till they can generate interest in the stock when price increases then dump down untill interest dries up at a lower price. Stock may be at say .09 when the selling starts,when they really are happy getting .025 or .03 At.09 they have enough buyers at lower prices to finally sell large amounts. Of course this is all just an opinion so take it for whats it's worth.
