isabouttime, yes they are. At the end of the 20 year period (different for UK patents) patents holders can file for extension.

At that time they need to bring up data about first commercial use of the patent and the reason why they delayed. E.g. FCC, FDA and all other kind of approvals that may lead that a patents implementation cannot be sold because they need the approval first.

I think the maximum is 7 years. (NOT SURE).
