They have as good a shot as Virnetx did, if not better as it relates to legacy voip and routing through relay servers.
VoIP pal doesn't own the OTT application, they own the rights to how to route the communication.
Right now, the market doesn't believe it. Filing was the first step. Now they must serve and get the ball rolling.
To me, no one was talking to them, thus the filing. Now it might get a phone call or two, but like many have said, nothing will happen until it moves forward.
Removing the chill and uplisting is at the whim of others. I wouldn't hang my hat on that happening in a reasonable time.
Filing was the right move.
