OK, from reading some of their website, they specialize in renting office space to research companies geared toward life sciences, medicine, and the like. This answers the "who is paying" question. The question that needs to be answered is "why are they paying?" I haven't read everything. Maybe, if I did, I'd find the answer to this question.
