I don't know, maybe because it isn't explicitly worded as being claims to cure them, the idea being for the public to think that the stating of severe medical problems means hemp seed oil will cure them. It's outrageous of course.

Based on our review, we have determined that your websites and accompanying literature promote these products for conditions that cause them to be drugs under section 201(g)(1)(B) of the Federal Food, Drug, and Cosmetic Act (the Act) [21 U.S.C. § 321(g)(1)(B)] because they are intended for use in the diagnosis, cure, mitigation, treatment, or prevention of disease. As explained further below, the introduction or delivering these products for introduction into interstate commerce for such uses violates the Act.
