That just isn't accurate. They could not properly assess security until actual pods were in there. It's made clear in the report.

Not really. Bill claimed in May of 2014 the building was complete, ready to grow, pharma grade facility. His words, not mine. But it was not completed. In May he had not even applied for the zoning amendment, he did that later in July.
