Do you really think it is the JDA that is preventing ERHC from saying anything about the status of their partners in the JDZ? I find that highly unlikely. It has been 6 years of withholding that information.
While I have often seen the operator designated as the spokesperson in a joint operating agreement between partners, I can't remember ever seeing such terms in a PSC with a country.
SNP and CEPSA have often been inappropriately blamed for lack of communication by ERHC. While it may or may not be necessary for ERHC to get permission to release information, such permissions are seldom denied if they don't deal with specific operational details. I don't believe ERHC has ever tried or asked.
