That depends on how hard it is to get an almost monopoly hold on oil tools work in an area that will need hundreds of millions in work and maintenance. Can just anybody show up and start renting/selling tools in Libya? NO. Does just anybody have an ISO 9001 certified shop with recently added capacity? Not really. Put the 2 together and you have a solid combo.
