I suppose they could be manufacturing them in old shop and assemble in new shop for demonstration. They stated in article they were gonna build in new facility and tear down and ship, so indicative they will snap the whole thing together for some display purpose... IMO.
Possibly the funds are awaiting this inspection/final blessing...
Maybe the building is in a catch 22.. We got the contract and funds we want it, if no contract we don't want building, yet they need building to demonstrate capability and capacity.
