The 18M and the rest of that is 'old' news. It was previously released on Dec 11, 2015. Hence I fear that this posting on yahoo finance is a 'pump' and LIVE is hoping to sell into it. Thus far that yahoo posting of old news is not impacting the PPS. JMHO.
