The 80% (give or take) is the way these trials work. They could have set the number higher or lower, that is part of the trial's design.
This means the final look is after 80% of 583, so 466 events.
The first and second looks will be at 154 and 233 respectively (1/3 and 1/2 of the above 466).
These exact planned numbers were not known until today.
The looks will almost certainly have a few extra events than these numbers, becaue of the delay between when the events happen and when they cutoff the data. That is the reason they say "planned nunber of events".
