Web, the answer is pretty simple. Those countries are very much a cash economy. Plus bargaining and bartering are in their blood. Old habits die hard. Most drivers of course want to get as much as they can for every fare. Gonna take the governments to clamp down. I would think that they also have the hands in the till.
