Buying or bring new buyers to $TALK$ will make it move up YES!.

MM know their antics is not working, longs are buying more than selling, if they bring it down lower. This forces them to short even more and I am pretty sure that option is not looking attractive anymore. They will be have to move this up past .0030 or .004 to get flippers volume and flippers will do well if they're patient and let it happen.

FLOAT IS PRETTY MUCH LOCKED (a good thing) and has being so for awhile.

JMO of course.
