I agree completely. Oil price is a small part of the problem. It's shady management causing this death spiral.

What E&P Upstream is drilling for $28 oil? If nobody is drilling, nobody is hauling. In most cases, workovers are cost prohibitive at this price. Might as well wait until already producing wells can sell higher. Choke them at this point.
