This seems to be both the word and concept du jour, whether coming from Patrick Soon-Shiong or Joe Biden or others.

Here's another point of view, one that I agree with:

Dear Mr. President: Please stop with these science “moonshots”.
Science needs steady sustainable boring growth, not flashy ill-formed initiatives.
