It is a good thing because the applicant has the opportunity to clarify and correct the application, based upon the IPEA opinion, which may then satisfy the criteria so that the application is more likely to be sucessful.

It is not the opinion of the IPEA that the patent application is unpatentable, merely that it does not meet the criteria as submitted to satisfy the definition of patentable, as submitted.

You will have to show the world where it states "unpatentable", otherwise your statements are implications, not truths or facts.
