warrants/stock have ALREADY been RULED ILLEGAL

by JUDGE in AIG case ... when taken "in addition"

I agree but that case did not have a special law which is directly applicable to initial actions

As I understand it HERA made the actions of the GOV - the initial ones - legal under that law

AIG a very imperfect comparison as a result of HERA
