You are correct.
We can always hope they'll release it today, but the original due date for the 10k is 90 calendar days after the end of the fiscal year. The NT 10k extends that due date by 15 calendar days. 105 calendar days from September 30th is January 13th which was this past Wednesday. They hadn't filed by then so Thursday morning many sites such as NASDAQ and OTC stopped posting CDII 'live' (15min delayed) updates because they are delinquent in filing.
This doesn't really mean much other than they are continuing in the same way they have been for years - not filing on time. It doesn't tell us anything (at least nothing that isn't speculation) about the 350Mil order or their acquisition of that one company.
If/when they release the 10k it probably won't be earth shattering since the shipments, and thus payments, promised in the possible 350Mil deal, hadn't started yet. They really need to release PR either about either successful completion of the acquisition or confirmation of the first shipment for anything big to happen with this.
