I for one like to see at least a remote try at transparency...

I've seen a number of mining plays that had good books couldn't get acquisitions done.... "no brainer deals fall through"
In fact one of such was here in the US... U.S. company U.S. mine

Then would one actually suppose that they can pull the wool over the eyes of a foreign government?
Ecuador is a passive government in some ways but by no means stupid and our laws of doing business here have absolutely zero application there.
